Project Overview and Rationale

Inadequate local capacity and ineffective use of existing capacity continue to thwart development programs and processes. Weak institutions cannot effectively mobilize, organize, or utilize their capacity, often resulting in capacity misuse and eventual erosion. Strengthening human capacity is necessary but not sufficient for increasing the effectiveness of the development process. For successful design, implementation, and evaluation of development plans, programs, and policies, both human and institutional capacity needs strengthening. Research-based information on how to strengthen institutions and human capacity in developing countries is severely lacking.

Capacity strengthening is increasingly seen as central to the development process. Yet, past approaches to capacity building for development have yielded less than impressive results. Many capacity strengthening programs have not been sustained after the completion of externally funded projects. How can sustainable capacity be built within national systems? How can such capacity be put to best use? What incentives are needed to retain the strengthened capacity? What institutional innovations are needed to effectively manage the newly created capacity? Very little empirical evidence is available to answer these challenging development questions.

In addition to providing opportunities for strengthening policy research and analytical capacities as part of the implementation of research programs, IFPRI’s research and outreach programs also further the understanding of capacity challenges and lessons learned from different approaches. These programs provide selected opportunities for designing national and sectoral strategies for developing local capacities.

IFPRI’s research and training materials continue to be used as learning resources in postgraduate and short-term training programs in both developed and developing countries. The courses taught in these programs, which have been proactively identified as relating to IFPRI’s mission, have made it possible to reach out to an increased number of students and future policy analysts and researchers. In addition, newly emerging and accessible information and communication technologies have enabled us to reach out to hundreds of participants in research and academic institutions and nongovernmental and civil society organizations through e-learning approaches.


Project Outputs
Output Title
1: Capacity strengthening activities with NARS in developing countries that reflect the real needs of the targeted individuals and institutions for meeting agricultural development, poverty, hunger alleviation and natural resource management while also decreasing gender and regional imbalances through applying appropriate capacity strengthening strategies.
Output Description
IFPRI’s capacity strengthening activities with other IFPRI Divisions and with NARS in developing countries will result in outputs that reflect the real needs of the individuals and institutions for meeting agricultural development, poverty, hunger alleviation and natural resource management. Furthermore, these activities will result in better targeting of audiences and institutions for capacity strengthening including decreases in gender and regional imbalances through appropriate capacity strengthening strategies.

Research and capacity strengthening activities to achieve this output will include conducting programs with NARS and other government and non-government institutions to analyze their capacity and institutional challenges whose correction, or improvement, shall enhance agricultural sector performance and ability to conduct relevant applied research that directly informs pro-poor, gender sensitive, and environmentally sustainable agricultural and rural policies and strategies. Activities with these objectives in mind are planned in Ghana, Nigeria, Mozambique, Sudan, Vietnam, Peru and FCND Renewal Countries, and with IFAD, among others.

IFPRI’s capacity strengthening research outputs primarily include an improved understanding of the impact of capacity strengthening on individuals, institutions, and decision-making to enhance the contribution of capacity strengthening programs to quantity and quality of human and institutional capacity. Additional outputs include an improved understanding of the role of enhanced human and institutional capacity on development outcomes through efficient programs and policies.

Research activities in this category encompass research on appropriate approaches to learning and capacity strengthening for enhancing institutional capacity for agricultural development and the analysis of capacity needs, and changes in capacity needs, in agriculture and food policy research, agricultural education, analysis, and communications of selected countries in Africa and Asia are assessed and documented. Moreover, theoretical approaches and appropriate practical methods for implementing and evaluating capacity strengthening activities identified and documented.

Output Description
The third primary output of IFPRI’s capacity strengthening activities aims to share global knowledge through the adoption of an open learning resources approach to address the major constraint of limited capacity in developing countries to actually implement action for pro-poor and sustainable agricultural growth. This includes identifying improved approaches for developing curricula, learning materials, and delivery methods in strengthening capacity for agricultural research and food policy analysis.

Research and capacity strengthening activities include the Agricultural Open Curriculum and Learning Initiative (AGROCURI) program which is a higher agricultural education initiative managed by the CGIAR in cooperation with partner institutions in developing and developed countries. By sharing the global knowledge on agriculture in the form of learning resources it addresses the major constraint of limited capacity in developing countries to actually implement action for pro-poor and sustainable agricultural growth. Similar to AGROCURI, several activities are planned which involve the development and operation of online knowledge management portals which will disseminate knowledge management resources. The development of portals are included in the following activities: the IFAD-IFPRI Joint Program in Policy Innovation and Communication, the SDC World Food Crisis project, and the Indian Agricultural Extension program. Additional activities include the communication of IFPRI’s capacity strengthening activities to partners and policymakers via discussion papers, conference presentations, university lectures, training courses, media briefs, magazine articles, and others.
